The Project consists of approximately 5,130-lf of new 18" sewer pipe adjacent Merriman Road, Commonwealth Drive, Norfolk Southern rail, Back Creek and tributary through Starkey Parks, including directional drilling and bore & jack for road and stream crossings. Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders. All questions and technical inquiries must be submitted in writing to the Owner's primary contact, Joseph Arthur (joseph.arthur@westernvawater.org). Minority Owned Businesses (MBE's) Women Owned Businesses (WBE's) are encouraged to respond. Bidders are referred to the Code of Virginia 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Authority does not discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service-disabled veteran, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith- based organizations in accordance with the Code of Virginia 2.2-4343.1. A Bid may be withdrawn in accordance with the Code of Virginia 2.2-4330 by giving notice in writing of Bidder's claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice. Questions are Due August 31. Bidders shall be responsible for downloading any subsequent addenda prior to submitting a bid.
