All required removal of existing material, root cutting, regarding and grass seeding must be included in the bid cost. It is the contractor's responsibility to locate and coordinate existing site utilities and contact OUPS prior to construction. Contractor shall also be responsible for obtaining prepour and final inspection approval from the City of Parma Building Department. The Contractor shall also match the finish of any existing public sidewalk abutting replacement work. Sealed bids will be received by the Purchasing Director for the 2023 Streetscape Improvement Program. All questions regarding these documents must be sent in writing via email to etollerup@cityofparma-oh.gov Proposals for bids must be submitted on a form available at the Community Services/Economic Development Department, 5517 State Road, Parma, OH 44134, (216) 661-7412, by bidders only at their expense. Requests for consideration of any Proposed Equal for a specified product, equipment or service shall be submitted to the City of Parma Community Development Department no later than ten (10) days prior to the bid opening. Additional products, equipment and services shall only be confirmed Approved Equal by Addendum. Bidders shall submit bids that are in compliance with the Standard Conditions of Contract for Construction and Special conditions, if any, included in the Contract Documents. Each bid must be on the form prescribed by the City of Parma and each bid must be accompanied by a certified check on a solvent bank in an amount of 10% of the bid, or a 100% bid bond, the same being payable to the City of Parma as a guaranty that if the bid is accepted, a contract will be entered into and a surety bond satisfactory to said municipality in an amount equal to 100% of the total bid will be furnished. All bonds must have full name and address for the company acting as surety; full name, mailing address and telephone number of the office, business or agency actually issuing the bond, and; name, mailing address and telephone number of an agent in the State of Ohio authorized to accept services of process for claims on the bonds. The deposit of the successful bidder will be retained until the contract is properly executed and delivered. Deposits of all unsuccessful bidders will be returned immediately following award. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972 and Governor's Executive Order 84-9 shall be required. Bidders must comply with the Prevailing Wage Rates of Public Improvements in Cuyahoga County and the City of Parma, Ohio as determined by the Ohio Department of Industrial Relations. The City reserves the right to accept all or any part of any bid and to reject any and all bids. The timefor Contract Completion is 60 consecutive calendar days.
