This project is to refurbish the water tower at the water treatment plant by sandblasting and recoating both the interior and exterior of the water tower. The corrosion protection system has exceeded its life expectancy and needs to be refurbished. Contractor must provide evidence that demonstrates the contractor is qualified to satisfactorily perform the specified work and, the contractor shall submit written evidence to include a minimum of three (3) projects completed within the last ten (10) years of similar work, size and complexity to include the owner's name, telephone number, location, type of facility, construction cost and the date of completion with all bid proposals. Contractors are required to submit a HUB Subcontracting Plan as detailed in Exhibit 1. Failure to submit a completed HUB Subcontracting Plan will result in the bid being rejected from further consideration. Contractor must be bondable and insurable at the levels required. All bid proposals must be accompanied by a Bid Deposit in the amount of 5% of greatest amount bid. Performance and Payment Bonds in the amount of 100% of the contract amount will be required upon award of a contract The Texas Department of Criminal Justice requires the Contractor to make a good faith effort to include Historically Underutilized Businesses (HUB's) in at least 21.1% of the total value of this construction contract award. Attention is called to the fact that not less than the minimum wage rates prescribed in the Special Conditions must be paid on these projects. The TDCJ reserves the right to reject any or all bids, and to waive any informality or irregularity. It is the TDCJ's intent to issue the Notice to Proceed at the Pre-Construction Meeting with the performance period to begin upon issuance.
