The City of Moreno Valley is seeking a qualified consultant firm with in-depth experience to perform updates to its current Pavement Management System ("PMS"). The City desires to maintain an updated PMS to be eligible for applying and receiving federal and state funding for pavement rehabilitation and maintenance. The City uses the PMS to prioritize streets for rehabilitation and preventive maintenance, as well as formulating and forecasting future budgets and developing plans to maximize the utilization of limited available public funds in maintaining the street network. The City completed a PMS Update in 2018 for its street network consisting of approximately 133 street centerline miles of arterials, 34 miles of collectors, and 323 miles of local streets. Currently the City PMS is utilizing the current version of MicroPaver and Geographic Information System (GIS); however, the City is open for the utilization of other PMS software that is user/GIS friendly and would be compatible with other infrastructure asset management/maintenance. All questions regarding this RFP must be submitted through OpenGov no later than Friday, August 18, 2023, 2:00 PM.
