The Nebraska National Forest and Fort Pierre Ranger District has an anticipated a service requirement for a Noxious Weed Treatment with an anticipated period of performance of 09/1/2023 to 12/31/2023. The North American Industry Classification System Code (NAICS) is 561730 and is set-aside for 100% small business. The contractor shall provide all labor, equipment, supplies, permits and shipping necessary to fulfill this order. Please see attachments for RFQ details. Questions and Answers word document has been added to the attachments. Contract for treating noxious weeds on the Fort Pierre National Grassland. A total of $35,000 has been alloted for this project. Treatments may start in September depending on growing stage of noxious weeds and final reports are due December The services covered in this solicitation and resultant contract are for the spot treatment and broadcast application of herbicide to noxious weeds and the inventory of those treated areas on National Forest System lands. The areas to be treated are located on the Fort Pierre National Grassland (FPNG) located in central South Dakota. Those noxious weeds specific to the spot treatment application of this contract are thistles (Canada, bull and musk). These species are located predominately on upland rangeland; however, there are some infestations around riparian areas. The identified species will be treated during the plants' developmental stage when optimum effectiveness can be obtained, preferably the rosette to flowering stage. Treatments are forecasted to start in late spring (May) to early summer (June); determination of when to spray will be based on agency monitoring of growing conditions and weather. All treatments will be mapped with a global positioning system unit (GPS unit). The successful contractor shall submit GPS data in the form of polygons, or points for small infestations. The GPS Page 3 of 26 data will include the treatment date and species treated. The GPS data will be transferred from the unit and submitted to the COR either by email or thumb drive within 14 days of final treatment day. All treatments will correspond to paper application records. All bids for this contract will be done based on the number of acres obtainable for the specified dollar amount. Contractors will be rated based on past experience and the ability to meet the GPS/GIS requirements. All questions must be submitted by August 16,2023 by 5:00 pm MT.
