City of Loris reserves the right to reject any and all submissions or any parts thereof and to waive any irregularities or minor informalities in any submission or in the procurement process and to make a contract award in the best interest of the City of Loris. The SCIIP funding will be used to upgrade gravity sewer line by means of pipe bursting, reconnecting sewer services, upgrading the interior of existing manholes, adding new manholes as needed to meet DHEC spacing requirements, bypass pumping, traffic control, and all restoration required to complete the work. This project will consist of three main parts: A. Pipe Bursting - This project will use pipe bursting technology to upgrade the existing 8", 10" & 12" clay sewer mains with new 8", 10" & 12" HDPE sewer mains. B. Reconnection of Existing Services All homes and businesses will be reconnected to the new HDPE sewer main. Each customer will receive new service piping up to the public right of way line along with a new cleanout. The cleanout will allow access to the service piping so that it can be properly maintained in the future. C. Rehabilitation of Existing Manholes - The interior of the existing manholes will be upgraded by applying a modern coating system capable of withstanding the sewer gases that the manhole will be exposed to in the years to come. A new manhole frame and cover will also be installed as needed. All questions and/or requests for clarification regarding this RFQ should be provided in writing to Clay Young no later than August 21st, 2023 @ 5PM. All questions submitted and their answers will be posted on the City of Loris website as an addendum to this RFQ. No telephone inquiries will be accepted. The method of Contractor Selection has not been Determined at this time.
