Roadway Improvement - The following legal notice is to receive bids for the milling and paving of a section of Sugar Street in Bath Township, Allen County, Ohio. The 39' wide, 3 lane project begins at the intersection of Sugar Street and Bible Road and ends at the intersection of Sugar Street and Bluelick Road. The entire roadway will be milled at a depth of at least 3" and paved with two (2) courses of asphalt. The first course will be a leveling course with an average thickness of 1/2 " of 441 asphalt concrete, Type 1, PG-64-22, to match the existing width of the entire roadway. The second course will be a surface course with an average thickness of 1 1/2 " of 441 asphalt concrete, Type 1, PG-64-22, to match the existing width of the entire roadway. 441 Asphalt Concrete shall have a bitumen content of 6.2% and may contain a maximum of 10% recycled material. Aggregate to be used in hot mix shall be stockpiled, for sampling by county and testing at least two weeks before being used in hot mix. Stone stockpiles not passing Allen County Engineer's specifications as result of testing, shall be rejected for use in this contract. The total project length is approximately 5,295 feet all of which make up the ALL - Sugar Street Rehabilitation Project. Included is the installation of thermoplastic pavement markings. Traffic Signal Improvement - Also included in this project is the partial replacement of two separate traffic signals at two separate locations: 1) Sugar Street @ Bible Road - Partial traffic signal replacement. This includes signal heads, video detection system, signal cables as well as all necessary connections and testing. Poles, mast arms, cabinet, controller and existing conduit will remain in place at this location. 2) Sugar Street @ Bluelick Road - Partial traffic signal replacement. This includes signal heads, video detection system, signal cables as well as all necessary connections and testing. Poles, mast arms, cabinet, controller and existing conduit will remain in place at this location. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Bidders must comply with the prevailing wage rates on Public Improvements in Allen County, Ohio as determined by the Ohio Department of Industrial Relations. Each bidder is required to furnish with its proposal, a 10% Bid Guarantee and Contract Bond in accordance with Sections 153.54 and 153.571 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must provide evidence of its experience on projects of similar size and complexity, and a complete listing of all subcontractors to be used. The owner intends and requires that this project be completed no later than November 17, 2023. No bidder shall be permitted to withdraw its bid for a period of thirty (30) days after the time of bid opening. The Board of Allen County Commissioners, Allen County, Ohio reserves the right to reject any or all bids submitted or to waive any irregularities pursuant to Section 9.31 of the Revised Code.
