For alarm system procurement, installation, testing, acceptance, and continuous remote monitoring of Willsboro Municipal Buildings for fire and emergency as follows: 1. Willsboro Town Hall - Fire & Panic 2. Willsboro Water District Plant - Fire 3. Willsboro Wastewater Treatment Plant - Fire 4. Willsboro Visitors Center - Fire 5. Willsboro Heritage Center & Museum - Fire 6. Willsboro DPW / Highway Garage -Fire 7. Noblewood Park Pavilion - Fire Owner reserves the right to reject any and all Bids, to waive any and all informalities and the right to disregard all nonconforming, non-responsive or Conditional Bids. Disadvantaged Business Enterprises (DBE's), Minority and Women Business Enterprises (M/WBE's), Service Disabled Veteran-Owned Businesses (SDVOB's) and Section 3 businesses are encouraged to respond. The successful bidder will be required to comply with all applicable federal, state and local laws and regulations, including but not limited to 24 CFR 85 and 570, Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) and applicable Women and Minority Owned Business Enterprise provisions. This is a public works project and state prevailing wages as determined by the New York State Department of Labor must be paid. Provisions for prevailing wages are set forth in this Project Manual. Section 3: To the greatest extent feasible, opportunities for training and employment will be given to lower income residents of the project area where activities are being conducted. All contracts for work in connection with those project activities should be awarded to business concerns located in or owned in substantial part by residents of that project area. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amount of five percent (5%) of the total amount of the bid. The successful bidder will be required to furnish a Performance Bond and a Payment Bond in the statutory form of public bonds required by Section 137 of the State Finance Law, each for one hundred percent (100%) of the amount of the Contract. The Municipality reserves the right to reject any or all bids, and advertise for new bids, if in its opinion the best interest of the Municipality will hereby be promoted. The Town affirmatively states that in regard to any contract entered into pursuant to these instructions, without regard to race, color, sex, religion, age, national origin, disability, sexual preference or Vietnam Era veteran status, disadvantaged and minority or women-owned business enterprises will be afforded equal opportunity to submit bids in response hereto. Contract Execution estimated: Appx 9/20/2023 Project Completion: December 31, 2023 Service-Disabled Veteran-Owned Set Aside: No Contract term: Approx 6 months Direct all questions regarding the intent or meaning of the drawings or specifications to the Contacts as noted in the Notice to Bidders. Any reply to such an inquiry, including the initial questions, will be communicated by Addendum to all bidders who have obtained drawings and specifications. Inquiries that do not follow the above process will not be answered. Interpretations of Contract Documents by Municipality personnel or the Design Professional are not binding.
