The Complexity Factor for this project is 0.035. This project requires 5% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. Phase I/II engineering services are required to provide continued development and implementation of the departments Environmental Management System (EMS) to better support the management of environmental compliance obligations with respect to relevant laws and regulations, management of chemical wastes, and pollution prevention across the departments portfolio of facilities and assets. To accomplish this, IDOT seeks an EMS Program Management Team to provide Phase I and II engineering services and highly specialized environmental compliance expertise, direction, and support to the Bureau of Design and Environment (BDE), Central Bureau of Operations (CBO), District Operations, and other parts of the department. At its core, the departments EMS is a framework of policies and practices allowing the department to achieve, maintain, and monitor compliance with environmental laws and regulations and reduce our environmental impact while maintaining operational efficiency. The EMS is intended to guide the department as it integrates environmental compliance into its decision-making process at all levels of the organization. The departments EMS program is generally confined to its internal maintenance operations and other supporting activities. A such, the EMS program does not include activities associated with roadway construction or associated cultural, natural, and biological resources environmental work. The EMS program also does not include employee health and safety related programs or asbestos and lead-based paint programs; these types of work are managed by other Bureaus and departments independent of the EMS program.
