The Complexity Factor for this project is 0. This project requires 25% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. This project includes Phase III engineering services for construction contract 64R71, which includes the reconstruction of the I-39/Harrison Avenue interchange, including I-39 from Harrison Avenue to approximately 0.4 miles north (including the interchange ramps), US20 from I-39 to Mill Road, and Harrison Avenue from Mall Drive to I-39. The project also consists of local road reconstruction of Mall Drive. Improvements include reconstructing the interchange into a Diverging Diamond Interchange (DDI) configuration, constructing a multi-use path, storm sewer, culvert, lighting, and traffic signals. This project is part of an overall multiple contract corridor with overall corridor coordination provided by a corridor manager. The Consultant must provide sufficient staff to perform all engineering services required to complete the project in accordance with departmental policies. This may include, but is not limited to all on-site construction inspection, documentation of pay quantities and related forms for record keeping, use of Construction & Materials Management System (CMMS), on-site quality assurance material testing, geotechnical inspection, night-time inspection as needed, verification of construction layout including GPS work, submittal of pay estimates, change orders, and all other work required to complete the project in a timely manner. The Consultant will be responsible to ensure contractors complete the work in accordance with the plans and specifications. It is anticipated the department will do all off-site material inspection for the project. The Consultant will provide vehicles, cell phones, computers capable of running Construction & Materials Management System (CMMS) software and scanner, onsite testing equipment, tools of the trade, and any other equipment deemed necessary to complete the project in accordance with departmental policies.
