This facility is for the benefit and recognition of Texas Veterans who have served in the United States Armed Forces. The project will encompass an administration building, storage and maintenance facilities, a committal shelter, an assembly area, a memorial garden, a columbarium, and double-depth pre-placed crypts, as well as roads and grounds with supporting infrastructure. The facility must be constructed to meet all VA and State construction standards. The GLO/VLB will consider proposals from firms, joint ventures, or other business arrangements that demonstrate the ability to construct a cemetery facility within the guidelines of this RFP and the regulations of the VLB and VA. The Project is located within the West Texas State Veterans Cemetery site located at 4614 E. 50th St, Lubbock, Texas, 79403. In addition to the above-mentioned items, Contractor shall provide all other items shown on the plans and described in the specifications to fully complete the Project. If Contractor fails to achieve Substantial Completion within the Contract Time, Contractor shall be liable to the GLO/VLB for liquidated damages of $500.00 per day until the Contractor achieves Substantial Completion. The GLO/VLB's damages for Contractor's failure to perform its obligations under a contract resulting from this RFP are impossible or difficult to estimate and the amount of liquidated damages specified is a reasonable forecast of just compensation and is not a penalty. A payment bond is required if the contract price is in excess of twenty-five Thousand and no/100 dollars ($25,000.00). The approximate cost for construction of the Project is $7.3M to $9.5M. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
