Clay County is required to maintain the integrity of each of its closed Landfills in accordance with Florida Department of Environmental Protection (FDEP) standards, as well as maintain the Rosemary Hill Solid Waste Management Facility (SWMF) and each of the Environmental Convenience Centers (ECC's) it operates. All closed landfills and ECC's in Clay County are managed and operated by the Clay County Department of Environmental Services whose main office is located at the Rosemary Hill Solid Waste Management Facility, 3545 Rosemary Hill Road in Green Cove Springs, Florida. It is the intent of this project to maintain the landfills at the worksites listed below in order to secure the integrity and effectiveness of the final cover as well as other appurtenances of the facility, control erosion, fill subsidences, comply with the ground water monitoring plan, and maintain the stormwater system, in accordance with an FDEP approved closure plan for each of these closed landfills. It is also the intent of this project to maintain the Rosemary Hill SWMF and each of the ECC's listed below which will include, but is not limited to, litter control on site and on County right of ways leading to each of the sites. This project will also include the transport of leachate from Rosemary Hill to Waste Water Treatment Plant as directed by the County. The mission of the Purchasing Department is to provide fair and equitable treatment of all persons involved in public purchasing by the County, to maximize the purchasing value of public funds in procurement, and to provide safeguards for maintaining a procurement system of quality and integrity Question Deadline 08/18/2023 at 4:30 PM ET. The Board reserves the right and power to reject any and all Bids without cause and to waive technical and non-technical or non-material defects in the Request for Bids or submittal of any Bid, and in its discretion to re-advertise the Request for Bids. The Board reserves the right to award Request for Bids which would be in the Best Interest of the County.
