This Project is a traditional Design-Bid-Build ("DBB"). The project began with the concept of a three phased construction. Phase 1 of the project is underway and is estimated to be completed in early 2024. The successful consultant team ("Consultant") will redevelop the remaining sections of the above-mentioned properties, including, but not limited to, building remodel, new ancillary buildings, equipment retrofits, zero-emissions infrastructure, and site development to complete the construction of the project. Skagit Transit intends to have the design as close to 100% complete as possible and reserves the right to extend the Contract to include PM/CM services but does not guarantee that Consultant will also provide the PM/CM services outlined in this RFQ. Consultant shall cooperate with Skagit Transit to ensure full conformance with its funding agreements with the FTA and will comply with all terms and conditions prescribed for third party contracts by the FTA. If funding for the Project discontinues the A/E contract may be terminated at any time. Consultant must be experienced in providing Architectural and Engineering ("A/E") services for transit properties built with federal funds. Consultant will be responsible to ensure that the facility be designed so that all components and sub-components are Buy America compliant (not to be confused with Buy American) and that any changes also comply with this FTA requirement. Consultant should be prepared to provide all of the services and tasks outlined in this Request For Qualifications ("RFQ") through the use of staff and sub-consultants that they will control. Skagit Transit, the public transportation provider in Skagit County, is seeking Statement of Qualifications from consulting firms with expertise and experience in Architect and Engineering Services. Work shall include project management for the preparation, design, and development of all Construction Documents necessary for a subsequent contractor to build the new Maintenance, Operations and Administration facility (MOA-2). Phase l construction is currently underway and is estimated to be completed April 2024. Phase 1 will complete the energy envelope of the south and east section of the facility, the energy envelope includes insulation, roofing and siding. Utilities will be rough-in and ready for the next phase of the work. Phases 2 and 3 include conversion of the existing building to accommodate transit operations, administration and maintenance activities. Phase 3 also includes updates to current site improvements and development of the adjacent three acre parcel of land to include EV infrastructure, bus parking, and ancillary maintenance buildings.
