The City of Dickinson is requesting proposals from qualified Engineering and Planning Consulting services to undertake an area study of a quarter-section which is currently owned by the City. The purpose of this study is to investigate comprehensive water, sanitary sewer, transportation engineering, stormwater management, and initial planning research to investigate various aspects of land use potentiality for the property Location: The City of Dickinson has owned the Northwest Quarter of Section 16, Township 139 North, Range 96 West since 1929. Approximately 2.11 acres of the northeast corner of this parcel were sold in 2015 to be dedicated for street right-of-way and storm water detention. Within the property's confines, the City of Dickinson maintains ownership of a firefighting training facility in the northwest corner, while further plans encompass the construction of the South Dickinson Cemetery expansion in the southwest corner. The remaining area is currently utilized for agricultural purposes, comprising crop land with a small pasture area, located in the southeast corner. Local agricultural producers currently rent and cultivate the land. Additionally, an active inert waste landfill, owned and operated by the City of Dickinson, is positioned in the southeast corner of the property. The City aims to complete the selection process by Friday, September 1, 2023. Any negotiations with the selected consultant may commence upon notification that the selection process has been completed. The City does not guarantee a predetermined volume of work or contract value for these services. The projects final document deliverable(s) are expected to be submitted to the City by Monday, January 15, 2024. Any proposal not complying with all requirements stated in the RFP may be rejected. Review Completion & Ranking: August 23, 2023 Interviews (if applicable): August 30, 2023 Selection and Notification of Firm September 1, 2023 Contract Award: October 3, 2023 - 4:30 pm MT at City Commission Meeting Project Commencement (approximately): October 4, 2023 Progress Report Submission: Every two weeks Progress Meeting Schedule: Every month (minimum) Project Completion January 15, 2024 The City and North Dakota Department of Transportation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The method of Contractor Selection has not been Determined at this time.
