The City of Fitchburg, on behalf of the Fitchburg Airport Commission, is soliciting qualifications of for a multi-year contract with a firm experienced in the practice of airport engineering and planning advisory services in the Commonwealth of Massachusetts. The City will utilize a qualifications based selection. Proposals will be accepted from licensed and qualified candidates having demonstrated experience and expertise in managing projects of similar scope, magnitude and cost, and specifically showing demonstrated experience in airport engineering and advising. All information with respect to this solicitation shall be directed through the Chief Procurement Officer, including questions, clarifications, or observations. Proposers shall not contact any City employee, agent, official, department, department head, or agent with regards to this solicitation. Doing so may lead to disqualification of the proposal Last day for questions August 17, 2023 at close of business, Anticipated Contract Award Date September 1, 2023. This solicitation is being conducted in accordance with the provisions of MGL and any resulting contract will be strictly awarded in accordance with the requirements of the solicitation. The City reserves the right to waive all informalities not involving price, time, or changes in the scope of work and to negotiate contract terms with the successful respondent. Complete sets of solicitation documents shall be used in preparing proposals; the City does not assume any responsibility for errors or misinterpretations resulting from the use of incomplete sets of documents or for modifications to the documents including electronic conversion. The Fitchburg Municipal Airport (FIT) is an all-weather general aviation facility located in the City of Fitchburg in North Middlesex County, Massachusetts (Lat/Long: 42-33-14.8000N 071-45-32.3000W, Elevation: 347.5 ft./105.9 m). FIT is owned by and located in the City of Fitchburg with a portion located in the City of Leominster Massachusetts. The airport is approximately 50 miles northwest of Boston, 25 miles southwest of Nashua, NH, and 27 miles south of Manchester NH. It is situated along Massachusetts State Route 2, which intersects at US Route 190 in Fitchburg and continues toward Worcester, Massachusetts. The community provides a variety of recreational activities and opportunities. The airport is comprised of approximately 332 acres of land; and is bordered by commercial, industrial, and residential properties. The airport has a single runway 14-32 that was rehabilitated in 2020. Runway 14-32 is 5,001 X 100 foot, with medium intensity runway lighting. The runway is served by a full-length parallel, taxiway "A," with an asphalt surface in new condition, also rehabilitated in 2020. Both non-precision runway approaches are served by PAPI's. The airport is also served by an ASOS, a new self-serve AvGas dispensing system, and provides Jet-A fuel. The terminal area (east side of the airport) has a 650-foot access road, an 18,000 square foot auto parking lot, a new 6,400 square foot terminal building, a large accessible terminal parking apron, and approximately 2,000 feet of access taxiway. Over 100 aircraft are based at the Fitchburg Airport. The airport hosts several businesses on the airfield providing air charter, flight instruction, major aircraft repair and overhaul, oxygen, and air rescue services. The airport's most recent Airport Master Plan and Airport Layout Plan were completed in 2022.
