Scope of Work / Specifications The City of Shelton is accepting qualifications for architectural and engineering services ("A&E") to provide a complete roofing study and cost estimate for the Mohegan Elementary School. This project will be filed, with the assistance of the respondent, in conjunction with grants from the Connecticut State Department of Administrative Services (DAS) and reviewed by the Office of School Construction Grants and Review (OSCG&R) under at least the following project types: o Roof Replacement o Hazardous Material Abatement (if required) At its discretion, the City may choose to award subsequent design and construction phases to the study consultant, however the City reserves the right to contract with more than one firm for these services. General Scope of Work The study will include evaluating different systems and associated costs and benefits; and also include but not be limited to: o Evaluations of current conditions: sustainability, efficiency, maintainability as applicable. o System cost, project delivery including prioritization/scheduling of roof repair and/or replacements. o Cost estimates for the City's funding requirements. o OSCGR filing assistance. The Consultant shall perform professional services as stated and according to instructions received from the City. The Consultant's services shall include all study phase and design related incidental services. o All drawings, reports, data, and other documents prepared by the Consultant according to this Agreement shall be submitted to the City for review and approval. Resulting work products of the Consultant pursuant to this solicitation shall become property of the City of Shelton. o No such approval shall in any way be construed to relieve the Consultant of responsibility for technical adequacy or operate as a waiver of any of the City's rights under this Agreement. The Consultant shall remain liable to the City according to applicable laws and practices for all damages to the City caused by the Consultant's negligent performance of any of the services furnished under this Agreement. o The City shall not be obligated to accept any proposal and the City shall reserve the sole right to determine the appropriateness of any proposal for this work. o The City does not guarantee future design or construction phase work; however, reserves the right to contract for future work upon mutual agreement between the City and the awarded Consultant. Addenda / Requests for Information (RFI) Addenda concerning important information and/or addenda and/or modifications to specifications will be posted to the City of Shelton website. It is each Bidder's sole responsibility to monitor the above website for all updated information; addenda will not be mailed, emailed or faxed out. Questions concerning this specifications and bidding procedures are to be submitted in writing to Valerie Douglass at v.douglass@cityofshelton.org. Written requests for information will not be accepted after 5:30 p.m. on Monday, August 7, 2023. Verbal requests for information will not be accepted. Failure to comply with these conditions will result in the bidder waiving the right to dispute bid specifications and conditions, no exceptions. A response in the form of an addendum will be posted to the City's website no later than August 11, 2023; it is the bidder's sole responsibility to monitor the website for updated information about this bid. Any contact about this bid between a Bidder and any other City official and/or department manager and/or City of Shelton employee, other than as set forth above, may be grounds for disqualification of that Bidder. No questions or clarifications shall be answered by phone, in person, or in any other manner other than specified above. To provide labor, materials, equipment and all else necessary for Architectural and Engineering Services to the City of Shelton, CT 06484, based on the attached specifications. Notes: 1. Proposals are to be submitted in a sealed envelope and clearly marked "RFQ# 24-01 A&E Services" on the outside of the envelope, including all outer packaging, such as DHL, FedEx, UPS, etc. 2. One original set of documents and a USB drive containing a copy of the complete package must be submitted. 3. It is the sole responsibility of the bidder to see that the bid is received by the City of Shelton Purchasing Department prior to the time and date noted above. Bids are not to be submitted via email or fax. 4. Bids may not be submitted with plastic binders or covers, nor may the bid contain any plastic inserts or pages.
