Sealed proposals for Event Cleaning Services will be received by the City Clerk of the City of Hoover, 100 Municipal Lane, Hoover, Alabama 35216. Questions regarding this proposal should be directed, no later than Thursday, August 10, 2023, at 4:00 pm., to Tina Di Clemente, Purchasing Officer, via email at bids@hooveralabama.gov. Answers to questions, clarifications, corrections, and additions to the RFP specifications will be issued in the form of Addendums to the Specifications which will not be distributed by delivery or mail but, rather, shall only be posted on the city's website by 4:00 pm Monday, August 14, 2023. It shall be the responsibility of the bidder to frequently visit the city's website to view or download such Addendums, if any are issued. The Event Cleaning Services contract, if awarded, will be awarded to the contractor who submits the best proposal as evidenced by: (1) Total points assigned to Proposal and evaluation criteria; (2) outcome of interviews, if conducted; and (3) Quality, conformity with specifications, terms of delivery, terms of payment, past service history, and experience. The City of Hoover hereby notifies all persons submitting proposals that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises (DBEs) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds or race, color, gender, religion, age, disability, marital status or national origin in consideration for an award. The City of Hoover is exempt from all sales taxes. A copy of Hoover's Sales Tax Exemption form/documentation will be provided to you upon request. In compliance with SECTIONS 9(a) and (b) of the BEASON-HAMMON ALABAMA TAXPAYER AND CITIZEN ACT, Code of Alabama, Sections 3 1-13-9(a) and (b), the successful Proposer may be required to submit proof of Immigration Compliance as the law applies. The City of Hoover reserves the right to reject any or all Proposals, to waive any informality in any Proposal submitted, and to accept any Proposal that is considered to be in the City's best interest. All Proposals submitted shall remain valid for a period of ninety (90) calendar days after the date that such Proposals were opened.
