Bid Tabulation and Recommendation on Intent to award will be made to Greenfield Township Sewer Authority on August 31th, 2023 at 7:00 PM during the regular scheduled Township Meeting. Question Deadline 08/29/2023 at 4:00 PM ET All questions and clarifications shall be submitted through the PennBid website and will be answered the same by JHA Companies, 466 South Main Street, Montrose, PA 18801. This project is being financed by DCED Grants (PA Department of Community & Economic Development). Each bid must be accompanied by a Certified or Bank Check, or Bid Bond naming payee or obligee, as applicable, Greenfield Township Sewer Authority, in an amount of five percent (5%) of the total amount of the bid as security for proper execution of the Agreement along with all other documents as required in the Bidding Documents. The successful bidder will be required to execute the Agreement and to furnish Performance and Payment Bonds, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. Contractor will also be required to furnish evidence of insurance coverage as required by the Bidding Documents. All bonds shall be executed by sureties named in the current list, "Companies Holding Certificates of Authority as Acceptable Sureties in Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (as amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The successful bidder will be required to comply with prevailing minimum wages established by the PA Department of Labor & Industry Prevailing Minimum Wage Determination. Compliance with Act 127 of 2012 requiring all contractors and subcontractors to use e-Verify for verification of employment eligibility for all employees will be required. Verification form shall be provided to Greenfield Township Sewer Authority as a precondition of being awarded a contract. The Greenfield Township Sewer Authority reserves the right to reject any or all bids or parts thereof or items therein, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgment, is for its best interest. Bids shall remain open for a period of sixty (60) days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of one hundred twenty (120) days from the date of Bid opening. Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
