No authority is intended or implied that specifications may be amended, or alterations accepted prior to solicitation opening without written approval of the City of Leander through the General Services and Purchasing Department. No response can be withdrawn after opening without written approval from the City for an acceptable reason. The City will not be bound by any oral statement or offer made contrary to the written specifications. Samples and/or copies shall be provided at the Respondents expense and shall become the property of the City. Late responses will not be considered and will be returned unopened if a return address is provided
