Scope of Work MAC is seeking the professional services of a qualified consultant or consultant team to provide project consultant services for the scoping and conceptual design phase of the MSP Trams Replacement project included in the Capital Improvement Program. MSP has two sets of automated people movers (Trams) nearing end of useful life. Both dual systems are rope-pulled trams, permitted as inclined elevators. The two landside Hub Core Trams run in separate tunnels connecting the red and blue parking ramps to the Ground Transportation Center at Terminal 1. The two secure side Concourse Trams at Terminal 1 run along Concourse C on shared and crossing tracks. This project effort will evaluate options beyond replacing in situ and incorporate contemporary technology solutions for MSP's next generation of automated people movers. Firms submitting proposals must be capable of working cooperatively with MAC staff, other consultants, airlines, the FAA, utility companies, MAC tenants, and other governmental agencies as needed in the overall planning and development of this project. In order to be considered for selection, the firm shall demonstrate qualifications in the area of Pre-Design and Feasibility Studies related to this area of expertise in airport planning and design. 6 Concourse and Hub Tram Conceptual Design Consulting Services RFQ The selected consultant will also demonstrate excellent presentation skills which will be called upon during meetings with MAC Staff, design teams, Commission members, and other stakeholders. If selected, the consultant shall research and prepare a report intended to provide a sound basis for analysis and planning of the Trams Replacement project. To accomplish this, the consultant shall complete tasks including, but not limited to: 1. Collect and analyze appropriate data to establish project needs. 2. Provide input to coordinated project schedules. 3. Define project goals. 4. Produce conceptual layout and design. 5. Produce preliminary design reports. 6. Review options and alternatives. 7. Refine concepts. 8. Prepare project budgets for use in the development of the Capital Improvement Program (CIP). 9. Recommend delivery model(s) for the completion of the design and construction of the project. 10. Prepare preliminary schedules and phasing plans, as appropriate to scope of work. Questions or inquiries concerning this RFQ must be submitted by 4:00 pm central time on Monday, July 24, 2023 MAC does not promise to accept the lowest fee structure or any other single factor and specifically reserves the right to reject any or all SOQs, to waive any formal SOQ requirements, to request additional information or clarifications from any proposer, to allow corrections in any SOQ, to investigate the qualifications and experience of any proposer, to reject any provisions in any SOQ, to obtain new SOQs, to select one or more proposer for all or part of the requested services, to negotiate the requested services and contract terms with any proposer or to proceed to do the work otherwise.
