R408016PM This is a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This RFQ is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). All respondents must have an active registration in the System for Award Management at www.sam.gov. Interested SDVOSB must be listed as verified on the Vendor Information Pages (VIP) database located at Veteran Small Business Certification (sba.gov) to receive contract awards under the Veterans First Contracting Program. Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers for Mobile Power Workstations for South Texas VA that meets the requirements of the SOW. The procurement is for a project to relocate a shade structure from one location to another. This involves disassembly, laying a 4 thick concrete pad, and reassembly at the Temple, Texas Veterans Health Care Facility. The contractor shall be responsible for providing all labor, supervision, materials, tools, supply, and equipment needed for the relocation of the 80 x 40 blue shade structure located at the south end of the Temple VA facility and reinstall it between Buildings 47E and 46E. Requirement will also include pouring a 4 concrete pad under the structure once assembled in new location. A site visit is scheduled for July 24, 2023, at 10:00 AM, 1901 Veterans Memorial Drive, Temple, TX 76502. Technical questions shall be accepted by the Government in writing via email only no later than 3:00 PM Central Standard Time (CST), July 27, 2023. It is highly encouraged for the contractor to attend the site visit scheduled for July 24, 2023 at 10:00 AM CDT to address technical questions. Please ensure the email subject line states, Technical Questions 36C25723Q1174 CTX Shade Structure Relocation and send to Kathryn Prose, Contract Specialist, at kathryn.prose@va.gov. Please include in your questions the section of the solicitation/page number that your question is referencing. The Government reserves the right to not answer questions not meeting this timeline if doing so would result in an amendment requiring an extension of the solicitation and to extend would not be in the best interest of the Government. All responses to questions, which may affect offers, will be incorporated into a written amendment to the Request for Quote. Award will be made to the offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described below. The Evaluation Factors are listed in descending order of importance with Factor 1 (Technical) being most important, Factor 2 (Past Performance) of slightly less importance, and Factor 3 (Price). The Technical and Past Performance factors, when combined, are more important than the Price Factor; however, the Price Factor will contribute substantially to the selection decision.
