On behalf of Northwest Connect General Partnership (“NWC”) the following request for tender (“RFT”) has been prepared and distributed in search of professional contracting services. In 2008 NWC entered into a Design-Build-Finance-Operate-Maintain Agreement (“DBFOM”) with Alberta Ministry of Transportation and Economic Corridors (“Alberta TEC”) for the Northwest Anthony Henday Drive (“NWAH” or “the Project”); and is responsible for all aspects of the highway’s construction, operations, and rehabilitation as per the project technical requirements. The Project is approximately 21km of four and six-lane highway, with eight interchanges and 29 structures in Edmonton, Alberta. Vercity Canada is NWC’s management service provider for the operations, maintenance, and rehabilitation (OMR) phase of the Project. The project operator is Carmacks Maintenance Services Limited (“CMSL” or the “Operator”). CMSL is responsible for all Operations and Maintenance (O&M) activities on the road and will coordinate the safety on the project and for the traveling public. Tetratech represented by Greg Richley is retained by NWC as the project consultant and will provide selective construction supervision services. NWC is requesting quotations from competent contractors to rehabilitate roadside drainage ditch and to repair erosion areas around gabion baskets near Manning Drive interchange. Further details of this work are provided below. Over the past few years, we have encountered erosion around five gabion baskets, which were installed in 2011, primarily to slowdown water flow velocities and to avoid washing away ditch soils while vegetation growth developed over time within a length of approximately 325 meters. However, during periods of high flows, the water has been flowing around the unarmored side of the ditch resulting in erosion.
