RFQ No. 23-009 will consist of a study to assess transportation network safety and existing speed limits on roadways within the City of Bellaire. This study should assess the existing speed patterns for all roadways within the city limits and develop recommendations where speed limits can be lowered for improved safety. This study should incorporate traffic engineering best practices, the TxDOT manual Procedures for Establishing Speed Zones, and guidance from the National Association of City Transportation Officials (NACTO). This study should take the current best practices into consideration for developing recommendations for the City of Bellaire. To ensure a comprehensive and detailed engineering and traffic study for the City of Bellaire, a large amount of data may need to be collected. Data collection for this study should include a reasonable amount of traffic counts and historical crash data to properly recommend the posted speed for each street within the City. In addition, characteristics about the City Bellaire and City land uses may also need to be assessed. Data collection processes performed should follow current best practices in speed setting. The City intends to have a Traffic Engineer firm selected to perform a City-wide speed study. The City reserves the right to reject all SOQs and reserves the right to waive any irregularities or informalities in any submittal or in the submittal procedure, when to do so would be to the advantage of The City. The City reserves the right to cancel this RFQ at any time. SOQs shall be valid and may not be withdrawn for a period of 120 days from the date specified for receipt of submittals. The method of Contractor Selection has not been Determined at this time.
