Est. Value: $ 2,234,000.00 Bids are requested for four horizontal split-case pumps and motors and medium voltage switchgear for the Falls Irrigation District Reservoir Pump Station. Bidders can bid on just the pumps and motors, just the switchgear, or both of these items. The District plans to sign an agreement with the selected vendors for the equipment packages. It is anticipated that the District will pay for submittals prior to release for manufacturing of equipment. This Pre-Purchase bid does not include installation. The Installation Contractor is expected to be selected in the first quarter of 2024. The Vendor will work with the Owner and Installation Contractor to coordinate all installation and startup activities with the selected Contractor. A pre-bid conference will not be held. The bidder shall be aware that this project will be funded by the Falls Irrigation District with a combination of federal, state and District funds, and that the project has Buy American Requirements (Build America, Buy America (BABA)). However, even non-BABA-compliant vendors are encouraged to submit a bid because if no Vendors submit suitable equipment that is also BABA compliant equipment, the District will request a BABA waiver. Each Bid must be submitted on the prescribed forms and accompanied by Bid Security in the form of a cashier's check, or a bid bond executed on the prescribed form, payable to the Falls Irrigation District, in an amount not less than five percent (5%) of the bid amount. The successful Bidder will be required to furnish Performance and Payment Bonds with the Purchase Order Agreement, each in the amount of not less than 100% of the contract price. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Vendors that can meet the technical specifications but are unable to meet BABAA requirements are still encouraged to submit a bid because if no suitable BABAA compliant products are bid the Owner will apply for a Buy America Waiver. However, absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, "Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure," April 18,2022. The Falls Irrigation District reserves the right to reject any or all proposals, waive any nonmaterial informalities in the bids received, and to accept the proposal deemed most advantageous to the best interest of the Falls Irrigation District.
