The Province requires the services of a contractor with experience in lead-based paint encapsulation and hazardous building material abatement with clear coating products. The proponents should have experience in the application of coatings on pipes, equipment, and metallic building envelopes at industrial sites Work includes - conducting hazardous material abatement procedures on the Sulfur Plant (see project building IDs above) located within the Turner Valley Gas Plant, located in Turner Valley, Alberta. Hazardous materials include asbestos containing materials and lead paint. Work includes abatement on portions of the exterior façade, as well as the interior structure including historic equipment and associated piping housed within. Also included in the scope is repairing holes in the Sulfur Plant roof and walls, and installing polycarbonate windows on the Lean Oil Pumphouse, Scrubber Plant, and Sulfur Plant. Details regarding building observations, conclusions and recommendations including condition and quantity of materials requiring abatement can be found in the Limited Hazardous Materials Condition Assessment (July 4, 2023), attached. Compliance standards for the work including safety and regulatory requirements, removal, encapsulation, and disposal practices are outlined in the Technical Specifications document (2023), attached. Instructions to bidders, contract conditions, and general requirements can also be found in their respective documents, attached. *The Site and building are considered historic, as such care should be taken to leave as much original structure and material as safely possible while completing the abatement. Examples of such efforts include proposed sealants/encapsulants are either transparent or similar to the original colour, and materials used for repairs are compatible with original material. Objective of the program: Have the Sulfur Plant interior conditions acceptable to complete guided tours for the public, and prevent animals and water intrusion from the roof, windows opening, and walls.
