This RFP seeks submissions for Professional Owner's Representative services of a 26,700 square foot wellness center that adheres to the minimum requirements outlined in the RFP. Consultants are encouraged to be creative and propose a scope of work they believe best serves the Fort Belknap Indian Community. However, the following elements must be included: Anaakyaaniiin Wellness Center Owner's Representative Services June 29, 2023 Under the direction of IMDG, the consulting firm will work with various tribal and federal departments' staff, as well as consultants in various design and construction disciplines, and those agencies having jurisdiction over the project. The Owner's Representative will be responsible for representing the Owner's interests throughout all project phases, including but not limited toconstruction, completion, and closeout. The Owner's Representative will serve as the liaison between architects, engineers, contractors, testing agencies, utility providers, municipal authorities, financial institutions, FF&E vendors and other specialty consultants and third-party vendors. The approach of the Owner's Representative should be collaborative while focusing on accountability and assurance that all project team members are working towards the Owner's goals and objectives. Additionally, Owner's Representative services will include assisting Owner with: (a) budget and schedule management; (b) stakeholder management; (c) establishing the project communication plan; (d) risk management and mitigation; (e) quality management and contract enforcement; (f) managing requests for proposals and bids; and (g) selection and procurement of project team members. Owner may request from the consulting firm any and all of the below any and all of the tasks listed below, according to the nature of the project assigned. The firm must be staffed to render these services as expeditiously as possible, upon request. The consulting firm must use IMDG's project management software, ASANA. The selected consultant(s) will become an integral member of IMDG's project implementation team as shown below. Please note that final selection of the Owner's Representative will be conditioned upon the United States Department of Agriculture (USDA) Rural Development approval of the applicable Professional Service Agreement. Proposals will be considered from consultants who can demonstrate the following minimum qualifications: The consulting firm has demonstrated experience as well as in-house resources necessary to effectively provide the required services. The firm's personnel assigned to projects shall have experience in providing owner's representative services in design-bid-build construction projects specific to the type of facility listed in the architectural designs in Appendix A. Consultants and staff shall be knowledgeable of all applicable building codes, Americans with Disability Act, Federal, and Tribal laws. Firms should be capable of meeting the schedule set by IMDG listed in Appendix C. Questions are due no later than 12 pm on July 24, 2023. Anaakyaaniiin Wellness Center Selection Committee reserves the right to reject any and/or all submittals and to waive informalities and minor irregularities in submittals, if it is deemed to be in the best interest of the AWC to do so.
