The work includes: Repaving of Montana Creek Road, 12th Street from Glacier Avenue to A Street and a portion of Nancy and Tongass intersection. Work on Montana Creek includes excavation of existing embankment to a depth of 12", addition of 2" minus shot rock/D-1 base installation of new 24"CPP culvert pipes and AC pavement. Work on 12th Street and Nancy/Tongassincludes removal of pavement, addition of Base Course Grading D-1 and AC Pavement. Work also includes replacement of manhole frames and covers and water valve boxes. Completion of work. September 15, 2023 or June 15 2024. Any work started in 2023 season MUST be completed by September 15. ALL work must be complete no later than June 15, 2024. The site of the Work is located at Montana Creek Road in the Mendenhall Valley, Nancy Street, Tongass Blvd and 12th Street. Each Bid shall be accompanied by a certified or cashier's check or Bid Bond, in the amount of 5% percent of the Bid, payable to the City and Borough of Juneau, Alaska, as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is provided as prescribed in Section 00100, Article 12, at the time of bid. Payment Bond, and Performance Bond; each of said Bonds, if required, and insurance amounts shall be as stated in the Supplementary General Conditions. All contractors are required to have a current Alaska Contractor's License, prior to submitting a Bid, and a current Alaska Business License prior to award. Deadline for Bidder Questions: 4:30pm Alaska Time on July 13, 2023 Engineers Estimate Range: Between $900,000 and $1,100,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Terms used in these Instructions to Bidders and the Notice Inviting Bids, which are defined in the General Conditions, have the meanings assigned to them in the General Conditions. The term "Bidder" means one who submits a Bid directly to the Owner, as distinct from a sub-bidder, who submits a Bid to a Bidder. Owner and the Contractor recognize that time is of the essence of this Agreement and that the Owner will suffer financial loss if the Work is not completed within the time specified in Article 2 herein, plus any extensions thereof allowed in accordance with Article 12 of the General Conditions. They also recognize the delays, expense, and difficulties involved in proving in a legal proceeding the actual damages suffered by the Owner if the Work is not completed on time. Accordingly, instead of requiring any such proof, the Owner and the Contractor agree that as liquidated damages for delay (but not as a penalty) the Contractor shall pay the Owner $750.00 for each Day that expires after the completion time specified in Article 2 herein. The amount of liquidated damages specified above is agreed to be a reasonable estimate based on all facts known as of the date of this Agreement. The Owner reserves the right to reject any or all Bids, to waive any informality in a Bid, and to make award to the lowest responsive, responsible Bidder as it may best serve the interests of the Owner.
