The Work will take place at the District's Wastewater Treatment Plant in Salem, Massachusetts and consists replacement of an existing plant water pumping system with a new plant water pumping system, and appurtenant and related Work. A bid deposit in the form of a bid bond, cash, or certified, treasurer's, or cashier's check shall be required as follows: General Bids: Five percent of the value of the Bid. The successful bidder shall furnish a 100 percent Performance Bond and a 100 percent Labor and Materials Bond with a surety company acceptable to the District. Disadvantaged Business Enterprises (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBEs. Bidders shall take all affirmative steps necessary to achieve this goal. The successful bidder shall provide reports documenting the portion of contract and subcontract dollars paid to DBES, and its efforts to achieve the goals, as further described in the Contract Documents. The Contractor shall require similar reports from its subcontractors. The District reserves the right to waive any informality in or to reject any or all bids if it deems it to be in the public interest to do so. The District further reserves the right to reject any sub-bid on any sub-trade, if it determines that such sub-bid does not represent the sub-bid of a person competent to perform the work as specified or that less than three such sub-bids were received and that the prices are not reasonable for acceptance without further competition.
