The successful proposer shall conduct utility allowance surveys or studies beginning in September 2023 to determine the appropriate utility allowance for our Section 8 Housing Choice Voucher Program in accordance with 24 C.F.R 982.517, HUD Guidebook 7420.10G and all applicable federal, state, and local laws and regulations. Utility Allowances must be provided on the required HUD-52667 for the Section 8 Housing Choice Voucher. Must also conduct utility allowance surveys/studies for the Housing Choice Voucher program on multi-family units, including apartments in each county. This must be done in accordance with 24 CFR Part 965, Subpart E, using heat loss/gain engineering calculations. The standard of living within each community with the option to update the allowance schedule manually as the COL fluctuates. Schedules annually for the first year with the option of four (4) one (1) year options thereafter. The authority has approximately 7,939 HCV units under lease within the fourteen counties it serves in Mississippi. The fourteen counties that we serve are the following: Covington, Forrest, George, Greene, Hancock, Harrison, Jackson, Jones, Lamar, Marion, Pearl River, Perry, Stone, and Wayne. The Authority reserves the right to reject any or all proposals, to waive any informality in the RFP process, or to terminate the RFP process at any time, if deemed by the HA to be in its best interests. The Authority reserves the right not to award a contract pursuant to this RFP. The Authority reserves the right to terminate a contract awarded pursuant to this RFP, at any time for its convenience upon 10 days written notice to the successful proposer(s). The Authority reserves the right to determine the days, hours, and locations that the successful proposer(s) shall provide the services called for in this RFP. The Authority reserves the right to retain all proposals submitted and not permit withdrawal for a period of 60 days after the deadline for receiving proposals without the written consent of the Contracting Officer (CO). The Authority reserves the right to negotiate the fees proposed by the proposer entity. The Authority reserves the right to reject and not consider any proposal that does not meet the requirements of this RFP, including but not necessarily limited to incomplete proposals and/or proposals offering alternate or non-requested services. The Authority shall have no obligation to compensate any proposer for any costs incurred in responding to this RFP. The Authority shall reserve the right to at any time during the RFP or contract process to prohibit any further participation by a proposer or reject any proposal submitted that does not conform to any of the requirements detailed herein. Each prospective proposer is thereby agreeing to abide by all terms and conditions listed within this document and further agrees that he/she will inform the CO in writing within 5 days of the discovery of any item listed herein or of any item that is issued thereafter by the HA that he/she feels needs to be addressed. Failure to abide by this time frame shall relieve the HA, but not the prospective proposer, of any responsibility pertaining to such an issue Question Deadline September 01, 2023, at 11:00 AM The method of Contractor Selection has not been Determined at this time.
