The City of Newport News (the "City" or "Owner") is seeking bids from qualified firms (the "Bidder" or "Contractor") to furnish the goods and/or services described herein . The purpose of this Invitation for Bid (IFB) is to solicit bids to provide the Lions Bridge Dam Improvements for Mariners' Lake. The Dam Improvement Project will include armoring the entire downstream embankment, rehabilitation of the outfall culvert, and rehabilitation existing low level inlet structure to control the lake level and discharge from the lake. These improvements are necessary in order for the dam to receive a certification of operation and maintenance from the state Department of Conservation and Recreation (DCR), Dam Safety Division. The dam was identified by the Department of Conservation and Recreation (DCR) Dam Safety Division as a Significant Hazard Dam. The City and the Mariners' Museum have been working with a consultant and DCR to develop a design for the rehabilitation of the dam to bring it into compliance with state dam safety regulations.
