The City of Palo Alto is seeking proposals from qualified firms to provide general services for sludge treatment for the Palo Alto Regional Water Quality Control Plant (RWQCP) . The required services and performance conditions are described in the Scope of Work (or Services). Should discrepancies or omissions be found in this RFP or should there be a need to clarify this RFP, questions or comments regarding this RFP must be received by the City no later than 1:00 p.m., Tuesday, August 8, 2023. Contract Awarded (Tentative):November 15, 2023 Work Commences: April 1, 2024 This RFP does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of proposals or in anticipation of a contract. The City reserves the right to: o Make the selection based on its sole discretion; o Reject any and all proposals; o Issue subsequent Requests for Proposals; o Postpone opening for its own convenience; o Remedy technical errors in the Request for Proposals process; o Approve or disapprove the use of particular subconsultants; o Negotiate with any, all or none of the Proposers; o Accept other than the lowest offer; o Waive informalities and irregularities in the Proposals and/or o Enter into an agreement with another Proposer in the event the originally selected Proposer defaults or fails to execute an agreement with the City. An agreement shall not be binding on the City unless and until it is executed by authorized representatives of the City and of the Proposer.
