TThe work includes furnishing all labor, supervision, equipment, materials, and tools equipment, materials, and supervision necessary to dredge and dispose of dredged sediment from the boat basin and access channel at U.S. Coast Guard (USCG) Aids to Navigation Team (ANT) Dulac, Louisiana as indicated in the contract drawings. All work shall be performed in strict accordance with the Contract Specifications, Contract Drawings (M2436-D) and the Contract. The performance period will be ninety days (90) calendar days. The estimated value of this procurement is between $500,000 and $1,000,000. The applicable North American Industry Class System (NAICS) 2022 code is 237990. The small business size standard has an annual gross receipt of $37 Million. Bid, Payment, and Performance Bonds are REQUIRED. However, a waiver for bid bonds is being considered. The following are tentative dates for this project: Solicitation Issued: July 2023 Bid Opening: August 2023 Contract Performance Completion: December 2023 The solicitation and plans in its entirety and any amendments will be available at no charge online at https://sam.gov under the above solicitation number. The U.S. Coast Guard is considering whether or not to set aside this acquisition for Women-Owned (WOSB), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Small Business concerns. At present, this acquisition is expected to be issued as a Small Business Set-Aside. However, in accordance with FAR 19.203, if your firm is HUBZone certified, Service-Disabled Veteran-Owned Small Business (SDVOSB), or Women-Owned Small Business (WOSB) and intends to submit an offer for this acquisition, please respond via email to dirk.s.smart@uscg.mil with "Sources Sought Project Number 20262753 DREDGE BOAT BASIN AT U.S. COAST GUARD AIDS TO NAVIGATION TEAM DULAC, LOUISIANA." in the subject line. LOCATION: U.S. COAST GUARD AIDS TO NAVIGATION TEAM DULAC DULAC, LOUISIANA Offerors are requested to review this IFB as soon as possible upon receipt. If an offeror has any questions regarding the solicitation which require an answer from the issuing office, these questions shall be submitted, in writing, referencing section and paragraph of solicitation to the Contract Specialist, Dirk Smart at dirk.s.smart@uscg.mil. The deadline for submitting Requests for Information (RFIs) is August 31, 2023; any RFI's received after this date the Government cannot guarantee an answer. A final amendment with questions and answers will be issued approximately 10 days prior to proposal due date. NOTICE: Funds are not presently available for this project. See clause 52.232-18 "Availability of Funds". The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
