Bids for the complete work in one general contract shall be made on the electronic forms provided. All proposals shall be accompanied by a Bid Bond drawn in favor of Columbia County, Georgia, in the amount of at least five percent (5%) of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for Columbia County, Georgia. No wages of a foreman shall be allowable for change carried on concurrently with contract work unless the claim includes a demand for extension of time caused by the authorizing or ordering of the change. Unless otherwise provided in the Contract Documents, the Contractor shall secure and pay for the building permit as well as for other permits, including Utility permits, taps, meters, fees, licenses, and inspections by government agencies necessary for proper execution and completion of the Work that are customarily secured after execution of the Contract and legally required at the time bids are received or negotiations concluded The Owner reserves the right to reject any or all bids and to waive informalities.
