The Town of Mount Pleasant has elected to install bicycle lanes completing an existing gap in these facilities along Coleman Boulevard between the intersections of Pelzer Drive/Shrimp Boat Lane and Mill Street. This work consists of 7 main construction elements; 1.) Curb and gutter relocation 2.) removal of existing landscaped medians 3.) reconstruction of sidewalk and multiuse path 4.) milling and resurfacing 5.) installation of temporary and final pavement markings including green thermoplastic bicycle lane markings in accordance with FHWA standards 6.) landscaping 7.) and traffic control in accordance with SCDOT lane closure restrictions. The work will include, but not be limited to, clearing and grading of the existing site with proper installation of tree protection, silt fencing, etc. based on the engineering drawings provided. The construction time for this project shall be one hundred and fifty (150) calendar days from the commencement date in the Notice to Proceed. Bids will be opened, read aloud and tabulated via a Microsoft Teams meeting, with contractors added as requested and published immediately on the Town Procurement Portal. Written notification/questions must be received through the procurement portal under Messages and Vendor Discussions no later than 12:00 P.M., August 8, 2023. A Bid deposit is required from all Bidders, equal to five (5%) percent of the Bid amount. These deposits may be in the form of a certified check, cashier's check, or bond. Separate Performance and Material and Labor Payment Bonds equal to one hundred (100%) percent of the contract amount will be required from the successful Bidder upon signing of the Contract. All contractors must be properly licensed by the State of South Carolina. The Town reserves the right to waive any informalities or irregularities in the solicitation, to negotiate with all qualified Bidders, to accept or reject any or all Bids received as a result of this Invitation, to cancel in part or in its entirety and to award or refrain from awarding the project to any Bidder, if it is in the best interest of the Town to do so.
