The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting proposals for construction activities to consist of doubling the size of four trailhead parking areas. These areas include Norris, John G, Echo, and Tumbleweed. Technical specifications and drawings are provided with the detailed solicitation package. Of note - a Stormwater Pollution Prevention Plan (SWPPP) will need to be obtained by the contractor prior to construction. A closure schedule shall be issued no later than 6 weeks prior to any onsite construction and must address that only two sites can be closed at a time unless approved by the Government. There shall be a 2-week maximum closure for each Trailhead. Norris and John G are not to be closed simultaneously, unless approved by the Government. The project work is located on BLM lands in Broadwater County. The details directions to each Trailhead are provided in the technical drawings. Amendment No. 0001 - Due to technology issues within the Bureau of Land Managements computer writing system, this amendment is being issued to push the package to SAM.GOV and to extend various dates (question due date, site visit date, and proposal response date). SITE VISIT: The Government strongly urges offerors to inspect the site to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award. See Section L, Clause 52.236-27 - Alternate I, Site Visit (Construction) - Alternate I for more information. An organized site visit has been scheduled for - Date: Wednesday, July 26, 2023 Time: 10:00 AM Mountain Time Meeting Place: John G Trailhead DIRECTIONS TO JOHN G TRAILHEAD: FROM BUTTE, TAKE I-15 N TOWARDS HELENA FOR 72.9 MILES. TAKE EXIT 200 ONTO LINCOLN RD, AND HEAD WEST FOR 3.5 MILES. TAKE THE THIRD EXIT AT THE ROUNDABOUT ONTO GREEN MEADOW DR. AFTER 1.2 MILES TURN RIGHT ONTO JOHN G MINE RD. CONTINUE FOR 0.5 MILES AND TAKE A RIGHT. YOU'LL ARRIVE AT THE DESTINATION AFTER 0.3 MILES. Offerors shall submit questions by August 14, 2023, at 5:00 pm, Mountain Time. Questions submitted after this date and time will not be accepted. Offerors for this RFP, including subcontractors and teammates, shall consolidate questions related to this solicitation and site visit in a Request for Information (RFI) formatted Word document. Any RFI is to be emailed as an editable attachment to Christine Mundt (cmundt@blm.gov) or (BLM_MT_Procurement@blm.gov) with the subject line: RFI - 140L3623R0015 Scratchgravel Hills Trailheads.
