Start Date: 06/08/2023 California Avenue between Fifth Street and Third Street, Pacific Avenue between Third Street and First Street, Second Street between Ashland Avenue and Pacific Avenue, Ashland Avenue between Third Street and Second Street, Pride Street between Los Angeles Avenue and Arroyo Simi, Easement between Pride Street and Willowbrook Lane, Vorale Avenue between Venice Street and Milan Drive and Genoa Drive between Carmen Drive and Venice Street. The scope of work comprises rehabilitation of 4,629 feet of the existing 8-inch sewer pipes with cured-in-place pipe (CIPP) lining, including installation of temporary sewage bypass pumps and sewage bypass piping systems, manhole steps removal, manhole cover and frame replacement, infiltration mitigation, mineral deposits removal, traffic control, and all appurtenant work. Sewer segments are located in public right-of-way, and within sanitation easements on private property. Contractor shall coordinate with the private property occupants and obtain a City of Simi Valley encroachment permit and permission from private property occupants for access prior to starting work. All prospective bidders shall abide by the provisions of the Bid Terms and Conditions listed in the project's specifications. The City reserves the right to retain all proposals for a period of 60 days after the bid opening date for examination and comparison and to delete any portion of the work from the Contract. The City reserves the right to determine and waive nonsubstantial irregularities in any proposal, to reject any or all proposals, to reject one part of a proposal and accept the other. The bid shall be balanced so that each bid item is priced to carry its share of the cost of the work and also its share of the contractor's overhead and profit. The City reserves the right to delete any bid item to the extent that the bid is qualified by specific limitation. An unbalanced bid shall be considered as grounds for rejecting the entire bid. The City further reserves the right to make award to the lowest responsive and responsible bidder as the interest of the City may require. The anticipated completion date for this project is 60 consecutive calendar days after receipt of the Notice to Proceed. The Proposal shall be submitted and the work shall be performed by a State of California Class A licensed contractor in strict conformance with Specification No. SV 23-18, and now on file in the City's Department of Public Works and the Office of the City Clerk.
