The U.S. Army Corps of Engineers - St. Paul District requires repairs to the crib structure supporting the guidewalls on Lock & Dam No. 3 (Welch, MN) and Lock & Dam No. 7 (La Crescent, MN). The guidewalls are founded on timber piles and a rock filled crib. Over the past 80 - 90 years, voids have been created due to rock washout and settlement. Work includes, but is not limited to, obtaining performance and payment bonds, installing formwork, installing a floating silt curtain, and placing low-density cellular concrete to fill the voids. The solicitation will be for work at two separate sites (Lock & Dam No. 3 and Lock & Dam No. 7) with the expectation of multiple awards. If a given offeror is selected for both sites, those sites will be included in a single contract award. Offerors may submit a bid with the pricing for both sites, with an "award restriction" limiting the number of sites for which it can be considered for a contract award to one. The North American Industry Classification System (NAICS) code for this project is 237990; Other Heavy and Civil Engineering with a size standard of $45,000,000. The estimated magnitude of construction is between $1,000,000 and $5,000,000 for each lock and dam site. The contract will require 100% Pertormance and Payment bonds. Bid bonds will be required. This procurement is set-aside 100% for Small Business. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The amount of the bid guarantee shall be twenty (20) percent of the bid price or $3,000,000, whichever is less Goals for minority participation for each trade : 2.2% (LD3) 0.6% (LD7) The completion date is based on the assumption that the successful offeror will receive the notice to proceed by October 15, 2023. complete the entire work ready for use not later than March 15, 2024.
