This project involves a base bid and alternate bids for the design and construction of ADA/PennDOT compliant curb ramps, with all necessary sidewalks, curbing, and sign relocation/installation at specified locations within Bristol Borough. The design and all material, labor, and equipment necessary shall be in accordance with PennDOT Publication 408 and Borough Standards. The work to be performed under this Agreement is a project assisted under a program providing direct Federal financial assistance from HUD and its subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1702). Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low-and very low-income residents of the project area, and that contracts for work in connection with the project be awarded to business concerns that provide economic opportunities for low- and very low-income persons residing in the metropolitan area in which the project is located. Consistent with other Federal programs, CDBG requires various Federal laws, regulations, and guidelines the successful bidder and their subcontractors must comply with including but not limited to: Title VII of the Civil Right Act of 1964 and Executive Order 11246; 29 CFR Parts 1, 3, 5, 6, and 24 CFR Part 75 Section 3. The Bidder's attention is called to the fact that the project is receiving funds under Title I of the Housing and Community Development Act of 1974, as amended, and that the Davis-Bacon Act applies to this Contract and the successful Bidder shall pay no less than the Federal Wage Rates determined for the project area as set forth in the Contract Documents. The successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. The completion of all CDBG Non-Discrimination Documents must also be submitted at the time of the bid. This project is subject to applicable requirements of the Boroughs Responsible Contractor Ordinance for work valued at over Two Hundred Fifty Thousand Dollars ($250,000.00). This project is subject to applicable provisions of Act 127, Pennsylvania Public Works Employment Verification, as amended. The Borough of Bristol reserves the right to reject any and all bids, or parts thereof, and to accept the bid, which it deems, in its sole judgment, to be in the best interest of the Borough.
