The City of Des Moines (City), pursuant to Iowa Code Chapter 26A, will be publishing a request for statements of qualifications (RFQs) for Construction Manager at Risk (CMR) services to provide Preconstruction and Construction services for its proposed North Side Community Recreation Center project in the City of Des Moines. The project is located on a 4.5-acre site on the north side of College Avenue between 9th and 11th streets in Des Moines, IA. The City intends to enter into a Guaranteed Maximum Price (GMP) Contract with the selected CMR during the preconstruction process. The CMR will be engaged using a two-step solicitation process: (1) Request for Qualifications and (2) Request for Proposals. The three CMR firms deemed to have the most sufficient qualifications based on the following selection criteria will then be offered the opportunity to submit a proposal to serve as CMR for the project: 1. Projects of similar size and scope (public or private sector) 2. Past Performance 3. Safety Record 4. Proposed Personnel 5. Proposed Methodology As part of the Request for Proposal stage, qualified respondents will be asked to submit their proposed fees for the project. The City will select the CMR that submits the proposal that offers the best value based on the published selection criteria and on its ranking evaluation at the conclusion of the solicitation process. The Tentative Schedule of Events is listed below: 2. Request for Clarifications 5:00 PM June 29, 2023 3. Response to Clarification Requests July 6, 2023 5. Issue Request for Proposal to qualified respondents August 1, 2023 6. Request for Proposals Due Before 11:00 AM August 22, 2023 7. Tentative Interview dates (+/- 2 hours) August 24, 2023 8. Proposals ranked in relation to the selection criteria listed in the RFP September 14, 2023 9. Tentative Contract Award by City Council October 23, 2023
