Missouri University of Science and Technology is requesting qualifications from firms to provide Construction Manager at Risk (CMR) with guaranteed maximum price services for a new facility developed on Missouri S&T's main campus. The proposed building is located south of Harris Hall and west of Toomey Hall. The building will serve as the front door of campus and will also have office space for multiple departments on campus. This project shall have a Supplier Diversity participation goal of subcontracting with Minority Business Enterprise (MBE) of ten percent (10%), with Service-Disabled Veteran Owned Business (SDVE) of three percent (3%); and with Women Business Enterprise (WBE), Disadvantage Business Enterprise (DBE), and/or Veteran Owned Business of ten percent (10%) of the GMP. The Construction Manager at Risk is strongly encouraged to include minority and women owned firms. CMRs are also strongly encouraged to include Missouri-based firms on the team. On June 1, 2023, bids for the Welcome Center were opened. The apparent low base bid was 42% over the construction budget. To bring the project back into budget the project architect is redesigning the building and generating a list of value engineering (VE) options. The intent of the university in hiring a CMR is to assist the university in preconstruction services with VE options, estimating services, and possibly schedule saving measures such as early release orders.
