Project awarded to Mor-Wil, LLC in the amount of $6,749,668.03. This Project consists of eliminating three (3) lift stations by installing new sanitary sewer mains to convey flow by gravity. The Northwest Interceptor (15, 18, and 24-inch Sewer Main) eliminates Lift Station 29 and 33. The Central Interceptor (24-inch Sewer Main) eliminates Lift Station 1. The City of Pharr reserves the right to refuse and reject any or all bids and to waive any or all formalities or technicalities and to accept the bid to be the best and most advantageous to the City and hold the bids for a period of sixty (60) days without taking action. Conditional bids will not be accepted. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. Payment and Performance Bonds shall be executed except in the event that the total amount bid is $50,000 or less, the successful contractor has the option to enter into a single payment contract with the City of Pharr in lieu of a Performance Bond. In the event that the total amount bid is $25,000 or less, the successful contractor has the option to enter into a single payment contract with the City of Pharr in lieu of a Payment and Performance Bond. Failure to execute contracts within the time specified shall forfeit to the Owner, as liquidated damages for such failure or refusal, the security (bid bond) deposited with his bid.
