Phase 1 of Rensselaer Downtown Revitalization Plan EDA Award No. 06-79-06414 The Project includes the following Work: Site preparation; maintenance of traffic; removal, preservation and storage of existing historic bricks; demolition of various right-of-way elements; installation of storm sewer, underdrains, and watermain pipes; installation of manholes, valves, fire hydrants and other appurtenances; cured-in-place pipe lining of existing 18-inch combined sewer; subgrade improvement; installation of geogrid and aggregate bases; installation of streetlights including concrete foundations, conduits and wiring; concrete flatwork, including sidewalks and curbs; installation of new brick pavers and reinstallation of historic brick pavers; installation of streetscape furniture, signage and landscaping; and site cleaning and final restoration. Prospective Bidders must purchase the Bidding Documents at the aforementioned project. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program. Bidder and subcontractors shall comply with all applicable Federal laws, including but not limited to: 1. Prevailing rate of wages under the Davis-Bacon Wage Act (40 USC 3141-3148), as supplemented by Department of Labor regulations at 29 C.F.R. part 5; and the Copeland "AntiKickback" Act (18 U.S.C. 874 and 40 U.S.C. 3145) as supplemented by Department of Labor regulations at 29 C.F.R. part 3. 2. Executive Orders 12549 and 12689, Debarment and Suspension, 2 C.F.R. Part 180 and implemented by the Department of Commerce at 2 C.F.R. part 1326. 3. Executive Order 11246 of September 24, 1965, Equal Employment Opportunity, as amended by Executive Order 11375 of October 13, 1967, and Department of Labor implementing regulations at 41 C.F.R. part 60. 4. 40 U.S.C. 3702 and 3704 (the Contract Work Hours and Safety Standards Act) as supplemented by Department of Labor regulations at 29 C.F.R. part 5. 5. Byrd Anti-Lobbying Amendment (31 U.S.C. 1352). Contracts will not be made to parties on the government wide Excluded Parties List System in the System for Award Management (SAM), in accordance with the OMB guidelines at 2 C.F.R part 180.
