This proposed procurement is a Competitive Invitation for Bid (IFB); NAICS 238320 "Painting and Wall Covering Contractors" with a size standard of $16,500,000.00. Total 100% Small Business Set-aside. Project Scope: The U.S. Army Corps of Engineers (USACE) Baltimore District has the requirement for procurement of construction services for the Almond Dam, Service Bridge Painting and Concrete Repair, Steuben County, NY. Almond Dam is in Steuben County adjacent to Kanakadea Recreation Area. The Dam is approximately 3 miles northwest of Hornell, NY and is accessed via Route 21 (Rural Avenue). The project provides flood damage reduction and recreation to the surrounding area. The tower access bridge connects to the access roadway atop the dam crest and is easily accessible from the project office. Bridge painting and several concrete failures have been noted during recent bridge inspections, however no immediate threats to stability, serviceability, or dam safety have been identified. This project consists of: 1) Surface preparation the Service Bridge at Almond Dam. 2) Painting the bridge according to standard industry specifications 3) Demolition and repair of a 19-foot section that is approximately 4.0 x 5.0 inches in cross-section which was likely caused by a poor bond of a previous repair. Other areas of spalling, delamination, and cracking that will require demolition and repair. None of the concrete repairs are immediate threats to stability, serviceability, or dam safety. Obtain the necessary permits to perform the work cited above. The proposed project will be a competitive, firm-fixed-price, contract procured in accordance with FAR 14, Sealed Bidding, via an Invitation for Bid (IFB). The magnitude of construction is between $1,000,000 and $3,000,000. Construction duration is approximately 488 days from Notice to Proceed (NTP). Additional information in accordance with the statement of work will be included in the IFB package. This solicitation will be available on or about 16 Aug 2023, bids due on or about 18 Sep 2023 by 11:00 am. The solicitation will be provided in an electronic format, free of charge to all authenticated account holders of the SAM.gov system. Please note that all USACE acquisitions are considered sensitive, but unclassified documents. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code (238320) applicable to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov or by calling 1-866-606-8220. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
