This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this synopsis is to make notice of a proposed contract action for performing construction services for Repair Taxiway Pavements, Naval Air Station Oceana, Virginia Beach, Virginia. PROJECT DESCRIPTION: The work includes The RM 10-9145 Repair Taxiway Pavements will involve repair by full-depth replacement of all existing AC and PCC concrete with new homogenous PCC pavement for Taxiways Alpha, small portion of Bravo, the infield area bound by Alpha, Bravo, and the Transition, a portion of Papa and associated ladder taxiways and connections near fuel pits and the aprons. This project includes the improvements to the stormwater system. These improvements include cleaning and reestablishing the original line and grade of the outfall ditches, upsizing the stormwater pipe system, and regrading of infield areas to provide positive slope to stormwater inlets. Because of the reconstruction of the taxiways and improvements to the stormwater system, the electrical circuits will upgraded and revised to accommodate the improvements and eliminate conflicts with utilities within the airfield. The scope includes provision of 933 taxiway edge lights assemblies with associated PVC conduit runs. This project will be completed in phases. Phase I consists of the improvements starting at the south end of Alpha up to Fuel Pit 3. Phase II which will be an option, contains the rest of the improvements along Alpha,the Taxiway Bravo/RW 5R-23L intersection, the Taxiway Alpha/RW 14R-32L intersection, and portions of Taxiway Papa in front of the North Pad. Additionally, Phase II work will include rough grading of the new Compass Calibration Pad and incidental related work. The completion time for this contract is listed below: Phase 1 - 1155 calendar days after award. Phase 2 - 910 calendar days after award. This solicitation is being advertised as "Unrestricted" for full and open competition. This source selection procurement requires both non-price (technical and past performance) and price proposals and will utilize the best value continuum process at FAR 15.101-1, Tradeoff. The basis for evaluation and evaluation factors for award will be included in the solicitation. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 237310 - Pavement, Highway, Road, Street, Bridge or Airport Runway, and the Small Business Size Standard is $45,000,000. In accordance with DFARS 236.204, the magnitude of construction for this project is between $100,000,000 and $250,000,000. This office anticipates award of a contract for these services by April 2024. The original Sources Sought Notice was published to SAM.gov on 25 April 2023 with a response due date of 10 May 2023. After revising the size and scope/complexity requirements to better align with the requirements of the project to be solicited, a revised Sources Sought Notice was published to SAM.gov on 18 July 2023 with a response due date of 28 July 2023. The intent of the Sources Sought Notice was to seek eligible Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned, and/or Women-Owned Small Businesses to determine the opportunity for a set-aside. The Government invited contractors with the relevant experience necessary to meet or exceed the stated requirements to submit a capabilities package, to include the Sources Sought Contractor Information Form, and the Sources Sought Project Data Form, demonstrating the ability to perform the requested services. Five (5) responses were received; however none of the responses met the requirements. Based on the market research conducted for this procurement, there is not a reasonable expectation that two or more capable small businesses will propose on this requirement. Successful award and completion of the requirements can be achieved by soliciting this contract as full and open competition, as stated in the DD2579, Small Business Coordination Record. The NAVFACSYSCOM Atlantic Deputy Associate Director for Small Business concurred with the recommendation on 23 August 2023. On 28 August 2023, the Small Business Administration (SBA) Procurement Center Representative (PCR) approved the DD2579. The Request for Proposal (RFP) will be issued on or about 03 November 2023.
