JEA Solicitation Title: Arlington East WRF Expansion The purpose of this solicitation for Arlington East WRF Expansion (this "Solicitation") is to evaluate and select a vendor to provide furnishing all equipment, superintendence, labor, skill, material and all other Items necessary for the construction of the Arlington East WRF Expansion Phase 2 work as described in this Solicitation (the "Work") and to determine the best method for JEA to procure the Work with regards to pricing, quality, design, and workmanship. Construction of new Headworks, including new electrical room, mechanical screening equipment, washing compactors, screenings discharge system, effluent splitter box, and booster pump station. 2. New programmable logic controller (PLC) for Headworks. 3. Emergency generator with generator docking station and fuel tank south of Headworks structure. 4. Site preparation and grading for new structures. 5. Demolition of existing aerated grit structure and Splitter Box 1. 6. Mechanical and electrical demolition and modification to existing Screening Structure. 7. Associated lighting improvements. 8. Electrical duct bank demolition and relocations. 9. Associated instrumentation and controls 10. Non-potable water (NPW) system improvements including but not limited to: a. Duplex NPW filter feed pump system with flow meter. b. NPW Disk filtration system. c. NPW high service pumping replacement. d. Associated electrical and instrumentation improvements. e. Sequenced operations to maintain existing NPW operations while the replacement NPW components are constructed. f. Bypass operations to address construction sequencing restrictions. 11. Yard piping associated with the new Headworks including large facility influent force mains, PW and NPW to Headworks and new generator, primary clarifier influent piping to Primary Clarifier 3 and Primary Clarifier 4 and bypass piping from Headworks to new Splitter Box 2. 12. Yard piping associated with new NPW system improvements. D. Project 135-14 Work 1. Site preparation and grading for new structures. 2. Demolition of Primary Clarifier 1 and 2. 3. Demolition of existing Odor Control System 2, relocation of equipment, and construction of new Odor Control System 2. 4. Construction of Primary Clarifier 4, including new primary sludge pump station and scum pump. 5. Construction of new Splitter Box 2, including isolation gates, vertical mixer, and odor control. 6. Demolition of decommissioned Odor Control System 1, including removal of existing equipment, existing lighting, and electrical equipment. 7. Construction of new Aeration Basin 9, including NRCY pump, mixers, gates, diffused aeration system, piping and associated instrumentation. 8. Modifications to existing Aeration Basins 1 -8 including replacement of some existing instrumentation. 9. Hardwire all Profibus network Aeration Basins 1-8 instruments, air flow meters, and Aeration Basin 9 RAS flow meter. 10. Install new remote I/O units to accommodate modifications to instrumentation on Aeration Basins 1-8. 11. Modifications to RAS Metering Station 2 to accommodate new Aeration Basin 9. 12. Replacement of WAS Pumps 1 and 2 and associated mechanical improvements. 13. Mechanical modifications and improvements to existing yard piping including primary clarifier effluent piping from Splitter Box 2 to Aeration Basins 1 through 9.. 14. Demolition of Splitter Box 1 and Splitter Box 2. 15. Blower modifications, including two multi-stage centrifugal new blowers, five newblower control panels and associated electrical and instrumentation and controls modifications. 16. Miscellaneous improvements to three existing blowers. 17. New programmable logic controller (PLC) for blowers and aeration system. 18. Fiber-optic cable relocations. 19. Associated lighting improvements. 20. Electrical duct bank demolition and relocations. 21. Associated instrumentation and controls. 22. Bypass piping and bypass pumping to maintain operations during construction.
