The work under Contract No. 2023-01 generally consists of upgrades to the Supervisory Control and Data Acquisition (SCADA) system at the Authority's Big Sewickley Creek Wastewater Treatment Plant. The owner reserves the right to reject any or all Bids and to waive any informalities therein. Representatives of the OWNER and the ENGINEER will be available to discuss the Project. Bidders are required to attend and participate in the conference. ENGINEER will transmit to all prospective Bidders of record such Addenda, as ENGINEER considers necessary in response to questions arising from the conference. Oral statements may not be relied upon and will not be binding or legally effective. A certified check or bank draft, or a Bid Bond executed on the prescribed form by the Bidder and a Surety Company in the amount equal to ten percent (10%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder entrance into a contract, if given the award. No Bid Bond shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Bidding Documents or any applicable statues of the United States, the Commonwealth of Pennsylvania and/or all local ordinances. No bid may be withdrawn for a period of sixty (60) days after the time of the opening of the bids. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin. Contractor shall be required to submit with their bid an EVerify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012. Work under this Contract covers the furnishing of all labor, material, installation, programming and services required for the Economy Borough Municipal Authority SCADA system upgrade at the Big Sewickley Creek Wastewater Treatment Plant. The work under Contract 2023-01 consists of, but is not limited to the following: 1. Furnish all labor and materials and perform all work necessary for proper completion, operation and implementation of the SCADA system upgrade as herein specified and as shown on the Contract Drawings. 2. The work shall include, but not necessarily limited to, furnishing and installing the following items: 1. Custom Control Panels 2. Radio Antennas 3. Raceways and Wire 4. Boxes 5. Grounding 6. Identification (cables, conduit & equipment) 3. The Contractor shall retain the services of a qualified System Integrator to select equipment, provide any design details required to accommodate the selected equipment, completely configure and program the equipment, supervise and inspect the installation, test the systems, provide training, and prepare submittals and final documentation as specified herein.
