A Supreme Court ruling states that the discerning of best lies solely on those requesting the bid and not the bidder. The right is also reserved to refuse any and all bids. Proposals may be held by the School Board for a period of 14 days from the date of opening for the purpose of reviewing and investigating qualifications of contractors prior to awarding the contract Bid(5%), Performance(100%), Payment(100%)
