INTRODUCTION & BACKGROUND New Haven Unified School District ("NHUSD") has prepared this Request for Proposal ("RFP") to select a firm or professional organization Firm (s)" or "Contractor" qualified to provide low voltage security cabling, device, and equipment installation at James Logan High School campus. The District has retained Guidepost LLC to provide project and development management services. Guidepost Solutions LLC has been selected as the key Consultant to provide Owners Representation and construction administration through the completion of the project. PROJECT DESCRIPTION The New Haven Unified School District is deploying a new video surveillance security system at the James Logan High School campus, this project will serve as the first of a districtwide enterprise level video surveillance system deployment. NHUSD plans to implement an IP- based surveillance camera system with on-premise gateway device providing cloud archiving and system management capabilities. Currently, NHUSD has no access control system ("ACS") and this system is excluded from this project scope of work. The project delivery method is design-build, performance bridging documents are provided for contractor use. The contractor shall be responsible for furnishing a complete solution inclusive of infrastructure needs including switches, patch panels and cabling to meet NHUSD IT requirements. The performance documentation provided will serve as the basis of design and the contractor is responsible for developing point-to-point shop drawings preconstruction. REQUEST FOR PROPOSAL NHUSD is seeking a low voltage security installation firm for the James Logan High School new IP-based video surveillance system project. The selected firm will be expected to meet all qualified requirements of and work with the District and to provide low voltage communication cable, cabling, and installation of all DBE provided security surveillance devices and equipment that meets and fulfills all criteria as provided in this RFP. INSTRUCTIONS TO PROPOSERS Each proposal submitted to the New Haven Unified School District ("District") for the James Logan High School Video Surveillance Security System Project, RFP No.831 ("Project") shall be in accordance with the following instructions and requirements, which are part of the Contract Documents for this Project. Requests for Information. Any questions related to the proposal shall be in writing and directed to: Narayan Naidu, Director of Facilities & Construction 3636 Smith Street, Union City, CA 94587 facilitiesprojects@nhusd.k12.ca.us nnaidu@nhusd.k12.ca.us These requests shall be submitted to the District at least seven (7) business days prior to the date that the proposal is due. 4. PROPOSER/CONTRACTOR REQUIREMENTS a. All Service Providers responding to this RFP shall utilize a skilled and trained workforce as set forth in Public Contract Code section 2601 and 2602, et. Seq and as condition entering into the Facilities. b. All Service Providers responding to this RFP must have and maintain a C-7 or C-10 contractor's license in order for their bid to be considered responsive. The service provider must be licensed at the time of the response to the RFP and the license must remain current for the duration of the Project. Failure to supply complete license requirement information and signature under penalty of perjury on the RFP form may result in being considered non-responsive and rejected. https://www.dir.ca.gov/t8/16450.html. 5. PROPOSAL SUBMISSION REQUIREMENTS. Two (2) hard copies (one marked "original") and one (1) electronic copy of the proposal shall be submitted in the format contained in the RFP. The original proposals shall be submitted in a three (3) ring loose-leaf binder or report cover. It is critical that all responses follow the same format to allow equal and fair evaluation of each response. Responses should be limited to twenty (20) pages (not including table of contents, cover letter, or required forms) and include the following: PROPOSAL CONTENT Contractors/Proposers are to submit a proposal that includes all information and items requested in this RFP: a. Provide a high-level synopsis of the organization. This should include a brief overview of the firm, identifying the firms' experience with low voltage cabling and installation of IP-based security surveillance within an education environment. b. A high-level project schedule summary. Provide dates of key events and specify location of work. Schedule should include but not limited to the following. For the baseline, assume October 5, 2022 as the start date of construction. i. Onsite mobilization ii.Complete installation of low voltage cabling iii. Complete installation of all cameras iv. Punch list and final completion c. Include a proposed Bill of Materials (BOM) clearly identifying the manufacturer, product, and planned quantity(s). d. Pricing shall reflect a complete cost (all fees) for the scope of work. The proposal should have separate breakdowns for each of the sites and have specific labor and material clearly stated. e. Provide two (2) references for recent work that is similar to the scope outlined in this RFP within an education environment. Information should include but not limited to the scope of summary, project costs, overall project timeline, and contact information of the client. The District and or Owner's Representative, reserves the right to contact provided references RFP Questions/Clarifications Due: Monday, March 27, 2023 at 3:00PM NHUSD Responses for RFP Questions/Clarifications Due: Wednesday, March 29, 2023 at 3:00PM Addenda or Bulletins. The District reserves the right to issue addenda or bulletins prior to the opening of the proposals subject to the limitations of Public Contract Code 4104.5. Any addenda or bulletins issued prior to proposal time shall be considered a part of the Contract Documents. Bonds. The successful proposer shall be required to submit payment and performance bonds. All required bonds shall be based on the maximum total contract price as awarded, including additive alternates, if applicable. 11. Award of Contract and Rejection of Proposals. The Contract shall be awarded to the "best value" proposer as interpreted by the District. The District reserves the right, without any liability, to cancel the award of any proposal for any reason at any time before the full execution of the Agreement between District and Contractor/Proposer.
