Please direct all questions in writing to Benjamin Brack at bbrack@sanfordlab.org by close of business March 17, 2023. Questions and answers will be posted as an amendment to this RFP by 2:00 P.M. March 22, 2023. This Request for Proposal (RFP) is issued by the South Dakota Science and Technology Authority (SDSTA) for Construction Services in accordance with SDSTA guidelines. An individual firm will be selected for fixed price based on the total of the quantities & unit costs listed on the project bid sheet, demonstrated competence and qualifications for the required work. The work will be performed on a critical infrastructure building associated with the Sanford Underground Research Facility (SURF) located in Lead, South Dakota. Attachments with this RFP include: A. Draft Contract (2023-06) B. Draft Construction General Conditions Agreement C. Bid Security Form (submitted with proposal) D. Payment and Performance Bond Form (informational - submitted with contract) E. SDSTA Yates Hoistroom Bldg. Roof Replacement Proposal Form F. 100% Design Submittal, SDSTA Yates Hoistroom Bldg. Roof Replacement - Technical Specifications G. 100% Design Submittal, SDSTA Yates Hoistroom Bldg. Roof Replacement - Drawings H. Sanford Underground Research Facility (SURF) Yates Complex Map I. Contractor ESH Questionnaire A firm fixed price contract will be awarded to the contractor submitting the best value for the project. Part of the best value basis will be the total cost according to the items and quantities listed on the project proposal form. The Contractor's proposal will be evaluated by the SDSTA Selection Committee. The Selection Committee will recommend an Offeror by consensus based on best value. The contract is anticipated to be awarded in April or early May 2023. To be eligible for contract award, a firm must be registered as a business entity with the South Dakota Secretary of State.
