Demolition of Dwellings at 598 Preserve Road, 4947 Muncy Exchange Road, and 4949 Muncy Exchange Road, Pennsylvania Emergency Management Agency (PEMA), FEMA-DR-4408-PA-05. The work includes but is not limited to all labor, materials, tools, oversight and permits required to demolish the following properties in their entirety and to provide certified licensed asbestos abatement: - 598 Preserve Road, Turbotville, PA 17772 - 4947 Muncy Exchange Road, Turbotville, PA 17772 - 4949 Muncy Exchange Road, Turbotville, PA 17772 CLARIFICATION DEADLINE 2/6/2023 4:00 PM Montour County will be utilizing federal funds for this project. It is required that all bids must also be submitted on the specified forms as provided by SEDA - Council of Governments (SEDA-COG) in addition to the standard specification forms provided herein. Bids must be accompanied by a bid bond with a corporate surety authorized to do business in Pennsylvania, in accordance with the project specifications in the amount of 10% of the total bid amount. A Performance Bond in the amount of 100% of the contract shall be furnished by the successful bidder as detailed in the Instructions to Bidders. Immediately following the due date and time, all bids received through PennBid along with any submitted paper bids, will be opened in person and read out loud at the Montour County Commissioner's Office. An abstract of the bids received will be available to bidders on PennBid following the date and time that bids are due as indicated above. A certified check or bank draft payable to the order of the Montour County, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount of equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. A Payment Bond will also be required with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. Montour County is utilizing federal funds for these projects and has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Moreover, the Contractor shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. MBE/WBE shall be afforded full opportunity to bid without discrimination. Bids may be held by the Montour County for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Montour County reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contracts amounts.
